asked the Secretary of State for the Home Department, If, under the Prisons Bill of 1877, the Government are bound to pay all expenses incurred in respect of prisoners from the moment they are arrested until the death or discharge of such prisoners?

Sir, the Government do not pay the expenses of a prisoner until he has entered the prison. They have nothing to do with bringing him to the prison; but from the moment he enters the prison all expenses incurred with respect to him are borne by the Government, except the expense of subsequently bringing him back to prison, either on remand, or on his committal for trial.
