I wish to ask a Question of the Chancellor of the Exchequer. It will be in the recollection of the House that, on the 14th of March, in answer to a Question of the hon. Member for Dundee (Mr. E. Jenkins), with reference to the supersession of Lord Chelmsford, the Chancellor of the Exchequer replied in these terms—"As at present advised, No." I wish to ask the Chancellor of the Exchequer, Whether at that time the Government were in possession of the despatch of Lord Chelmsford, dated February 9; and I also wish to inquire of Her Majesty's Government whether they have any information to submit to the House of Commons with reference to that despatch?

With regard to the first Question of the right hon. Baronet, I have no difficulty in answering it. We were not in possession of the despatch at the time I gave the answer referred to; and, with regard to the second Question, whether we have any explanation to give of that despatch, I do not know what to say; but I think it would be more convenient if such a Question were put in debate, or that Notice should be given of it in the Paper.
