§ MR. E. JENKINSSir, I beg to give Notice that I shall withdraw from the Paper the Notice of Motion which I have given with regard to the Commander of the Forces in South Africa. After reading the despatch of the 9th February, addressed by Lord Chelmsford to the Government, I feel that it would be unjust and ungenerous to that Officer to leave upon the Paper any longer a Resolution which would appear to convey a personal reflection upon him, and that it is necessary to consider in what terms, if any, a censure on the Government is hereafter to be moved.
