asked the Secretary of State for War, When he will lay on the Table the promised Rules as to limiting the use of Courts of Inquiry, and preventing their abuse?

COLONEL STANLEY,

in reply, said, he proposed that the clause in the Army Discipline and Regulation Bill bearing on the subject of Rules of procedure, should be postponed until the Committee had arrived at the end of the measure. He was advised that this would be the best mode of meeting any possible changes which the Committee might make in the Bill as it stood.
