§ SIR HENRY SELWIN-IBBETSON, in reply, said, he mentioned on a former occasion that some delay would take place; but, in concert with the First Commissioner, he had re-considered the arrangement then proposed, and he hoped in a few days to place before the House a Bill carrying out the recommendations now agreed to.
