§ COLONEL STANLEYSir, I have received the Report of the Committee; but my opportunities of considering it have been rather limited. I have, therefore, 418 not arrived at any decision on those points; and, under these circumstances, it would be premature for me to express an opinion as to whether I will lay the Report on the Table or not.
