Order for Committee read.

MR. BIGGAR

said, he hoped that the House would not consent to go into Committee on this occasion. The Bill proposed to give large powers to the Governor General of India in Council; such powers as the House should not delegate to anyone.

MR. PARNELL

objected to the House going into Committee. He thought, as the Order was an opposed one, it should not be taken at that late hour.

MR. E. STANHOPE

said, that the Bill was exactly the same now as it was before; it was only presented to the House now in an amended form.

MR. DILLWYN

observed, that there was a Notice of Amendment down to this Bill; and, as he understood the half-past 12 o'clock Rule, this Bill should not be brought on.

MR. SPEAKER

said, that the Motion to go into Committee was only taken pro formâ, in order to render the Bill more acceptable to the House. He would point out to the hon. Member that the Bill was not advanced a stage by its being taken on that occasion.
