asked the President of the Board of Trade, If he can state when he will introduce the promised Bill relating to Seamen?

Sir, I have been most anxious to introduce the Bill respecting Merchant Seamen, which I mentioned at the beginning of the Session I had prepared. Up to the present date the prolonged discussions which have occurred in this House have made it impossible for me to ask the House to deal with this and other mattters of importance, such as railway questions, in connection with the Board of Trade; and now I am sure the hon. Gentleman will agree with me that to bring in a Bill of importance at this period of the Session could lead to no good or useful result.
