asked the Under Secretary of State for the Home Department, Whether, under the Industrial Schools Bill which passed through Committee on Monday last, it is competent for a School Board, or a combination of School Boards, to undertake the establishment of a training ship; and, if a School Board or combination of School Boards can do so, whether he will be good enough to mention the legal authority under which such School Board could take this step?

Under Sections 5 and 12 of the Industrial Schools Act, 1866, 29 & 30 Vict. c. 118, and Section 28 of the Elementary Education Act, 1870, 33 & 34 Vict. c. 75, it is competent for a School Board to undertake the establishment of a training ship. Under the Industrial Schools Bill, which passed through Committee on Monday last, it will be competent for School Boards to combine for a like undertaking.
