MR. COURTNEY

said, that he should not oppose the Motion to go into Committee upon the Bill; but he hoped that his hon. Friend in charge of the Bill would agree to report Progress as soon as they had gone into Committee. The 3rd clause of the Bill seemed to him to be of very doubtful value, and proposed to give a peculiar summary jurisdiction. As the Bill evidently required discussion, which could not take place at that time, he thought the proper course would be to take the Committee only pro formâ.

Bill considered in Committee; Committee report Progress; to sit again upon Monday next.
