§ MR. SPEAKERsaid, he understood the hon. Baronet was about to give Notice of a Motion. The House having given him some indulgence upon a personal matter, it would be for the hon. Baronet now to state the terms of his Motion.
§ SIR PATRICK O'BRIENsaid, that the observations he had made on the previous evening had reference to both Naval and Horse Guard administration, owing to some accident, he presumed, his observations had been suppressed. The terms of his Notice were as follows:—
To call attention to the maladministration of the Admiralty as regards the Corps of Royal Marines, and also to the violation by the Horse Guards Department of the five years' rule regarding the Staff.
