MR. HERSCHELL

asked the Under Secretary of State for India, Whether it is the fact that the Indian Government has issued an Order forbidding all Civil Servants employed in India from concerting any Petitions or Memorials to the Crown or Government, and from employing any form of Petition adapted for general use, under pain of the severe displeasure of the Government; and, if so, whether he will lay a Copy of such Order upon the Table of the House.

in reply, said, that such an Order as that referred to was issued two years ago, containing rules similar to those in force in the Military Service. If the hon. and learned Member wished to see it, and moved for a Copy of the Order, it would be produced.
