MR. J. LOWTHER

said, he had no objection to the Bill being read a second time. He merely wished to remark that the Bill had only been delivered that morning; and that there had consequently been no opportunity for submitting it to the Legal Advisers of the Irish Government. No doubt the hon. Gentleman in charge of the measure would be disposed to postpone the stage of Committee for a reasonable time. He desired it to be distinctly understood that, in assenting to the second reading, he in no way committed himself to the provisions of the Bill.

Bill read a second time, and committed for Monday 5th May.
