§ SIR JAMES M'GAREL-HOGGsaid, that in rising to ask leave of the House to discharge the Order for the second reading of the Bill, he hoped he would be allowed to express his regret that the lateness of the Session and the opposition the Bill had experienced rendered it impossible to proceed with the Bill with any hope of success. He took this course not in consequence of any change of opinion on his part, or on that of the Metropolitan Board, in regard to the merits of the Bill; and he ventured to add that, when the matter was concluded, the cost would be found to be much greater than if there had been a decision this Session.
