DILKE, in moving for leave to bring in a Bill to assimilate the Law of England, Scotland, and Ireland, with regard to the marking of Ballot Papers, briefly explained that its intention was to carry out a most important suggestion of a Select Committee, which sat in 1876, and of which he had the honour of being Chairman.
