§ COLONEL STANLEYThe question of the pay of the artificers of the Royal Artillery has been brought to my notice, and the point is under consideration with reference as well to its own merits as to its bearing on other arms; but the Estimates have been presented, and I 1596 fear I can hold out no hope of any change during the current financial year.
