§ VISCOUNT SANDONSir, I need hardly assure my hon. Friend that any suggestion coming from him will always receive our best consideration; but I cannot conceal from him that the considerable alteration which he proposes to make in the manner of raising the rate for education purposes is a very grave matter, and would require fresh legislation. I was only informed of this Question this morning, but I do not think Her Majesty's Government is likely at present to propose any fresh legislation respecting elementary education in England.
