asked the Under Secretary of State for Foreign Affairs, If he has any objection to lay upon the Table the Circular Remonstrance of Prince Gortschakoff, issued about the end of 1856, against interference with the King's management of the internal affairs of Naples, on the ground that "Sovereigns are equal among themselves," and that any such attempt, by threats or" by a menacing demonstration, is a violent usurpation of the King's authority, an attempt to govern in his stead, an open declaration of the right, of the strong over the weak?

Sir, there is no doubt that the document to which the hon. and gallant Member alludes is in existence, and is to be found among the records of the year 1856, as well as in some of the journals of that period. But it is not usual, nor would it be convenient, to lay a document so ancient upon the Table, referring, as it does, to circumstances which do not seem to have any immediate relation to the present state of affairs. In these circumstances, the Secretary of State for Foreign Affairs does not think it desirable that it should be laid on the Table of the House.
