Gentleman the Chancellor of the Exchequer, Whether it is the intention of Her Majesty's Government to require that the terms of the Treaty of Peace between Russia and Turkey should be brought to the know-lodge of the Congress, with the view of enabling the Congress to decide upon those terms of peace; or, whether it is the intention of Her Majesty's Government to require that they should be brought before the Congress with the 1404 view of enabling the Congress to judge whether they affect the general interests of Europe and of England or not?
§ THE CHANCELLOR OF THE EXCHEQUERSir, what I intended to say upon this point is this—We shall require that every Article in the Treaty between Russia and Turkey shall be placed before the Congress in such a manner that it may be considered what Articles require the acceptance or concurrence of the several Powers and what Articles do not.
