MR. ASSHETON CROSS,in reply, said, that as there were two important measures connected with Scotland before the House, it would be impossible to proceed with a third, until the measures named in the Queen's Speech were disposed of. He feared the state of Business would hardly permit of a Bill of that kind being proceded with this Session.
