§ SIR MICHAEL HICKS-BEACHSir, I believe that the Memorial to which the hon. Member refers was received nearly a year ago, and I cannot find that any reply has been sent to it. Probably a reply was thought unnecessary, as the public were fully informed of Lord Carnarvon's decision on the subject by despatches which have been already published, and also by the answer of my right hon. Friend the present Chief Secretary to the Lord Lieutenant to a Question addressed to him by the hon. Member.
