§ MR. E. STANHOPEI laid these Papers on the Table on the 3rd of June. The delay which has occurred in printing 322 and delivering them to Members is not the fault of the India Office; but it has caused me much regret, and has been inexcusably long. I have, however, now received a positive promise that they will be generally distributed to-morrow.
