SMITHIn answer to the hon. and learned Gentleman, I may say that it has never been the practice to submit the Minutes and sentences of naval courts martial to the Judge Advocate, unless, in the opinion of the Lords of the Admiralty, there should be a doubt as to the legality of the proceedings or the sentences.
