Motion made, and Question proposed, "That the Bill be now read a second time."

said, he had no objection to the Government taking the second reading of the Bill, on the understanding that it would give an opportunity of considering the principles raised by it before the House went into Committee on the Bill.

MR. CAMPBELL-BANNERMAN

said, he had pleasure in supporting the second reading of the Bill.
