§ THE CHANCELLOR OF THE EXCHEQUERSir, the House will see that there would be no object in my making a statement with regard to the effect of additional expenditure on the finance of the year until I am in a condition to state the amount of the Supplementary Estimates likely to be required; and this hardly could be done till the conclusion of the negotiations at Berlin. But I am led to hope that these negotiations are now so far advanced, that I may expect in 10 days or a fortnight to be able to make up the accounts and to make a statement in the House very shortly afterwards.
