, in moving that the Order be discharged, said, that perhaps the House would allow him to say why he did so. In the first place, there had already been a discussion this Session in the House on the question of the Church Establishment in Scotland; and, in the second place, a large number of Nonconformists, who were formerly in favour of the abolition of church rates as a means of smoothing down existing difficulties, were now in favour of Disestablishment. Therefore, he thought it well to withdraw the Bill.

Motion agreed to.
