THE O'CONORDON

moved that the Chairman do report Progress, as he did not consider it would be fair to proceed with the Bill in the absence of the Chief Secretary and many Members who were deeply interested in the measure, and who had stated their intention to move Amendments in Committee. He had moved the House into Committee mainly to prevent an unnecessary debate upon the question of Mr. Speaker leaving the Chair.
