MR. W. H. SMITH

said, he was sorry to say that he had no very satisfactory information to give the House with regard to the raising of the Vanguard. As far as he could see, the contractor had not made progress with the necessary arrangements for raising that ship. They had been told from time to time that the contractor was building lighters for that purpose; but he (Mr. W. H. Smith) had no evidence that he was really doing so, and it was to be feared that when the 31st of October came the Vanguard would be found remaining where she was at the present moment.
