§ COLONEL STANLEYSir, the Warrant has been issued to carry out a recommendation of the Royal Commission on Army Promotion. It defers, but does not abolish or cancel, the intended equalization of the rates of pay of colonels of Line regiments, of Cavalry, and Infantry.
