asked the First Lord of the Admiralty, If all hopes of raising the "Vanguard" have been abandoned, and, if so, what steps are proposed to be taken for the removal of the wreck?

Sir, hopes of raising the Vanguard are not abandoned. A contract was entered into with Captain Coppin more than a year ago, and he has until the 31st of October to raise the ship. We are told that he has made preparations for that purpose, and great hopes are entertained that something will be done; but, until after October, it will not be possible for us to take any further steps.
