asked the Under Secretary of State for Foreign Affairs, with reference to the Correspondence respecting Turkey, No. 24 (1878) Despatch 18, Whether Her Majesty's Government is able to lay before the House, on any more official or definite authority than the statement of an unnamed person at Vienna, so grave an announcement that Prince Gortchakow has declared in distinct terms to a Roumanian agent at St. Petersburg, that he would not allow the article of the Treaty relating to the cession of Bessa-rabian Moldavia to be discussed by the Congress?
