asked, When the scheme of the Government with regard to Promotion and Retirement will be submitted to the House?

MR. GATHORNE HARDY,

in reply, said, that the subject was still under the consideration of the Treasury, and he had not received their opinion upon the scheme. He proposed, when he was in a position to do so, to lay before the House a Paper containing the heads of the scheme. He would then make a statement to the House, so as to give hon. Members a full opportunity of discussing the subject, and it was his desire to give the House the fullest information at the earliest possible moment.
