asked the Under Secretary of State for India, Whether he will state what is the object in sending Sir Lewis Pelly, with the powers of an envoy, to the frontier of the Punjab; what is the nature of the negotiations that have been going on for some time at Peshawur between that officer and the Ameer of Afghanistan; and, whether there will be any objection to lay upon the Table of the House Papers that will explain the objects contemplated by Sir Lewis Pelly's mission?

Sir Lewis Pelly has been sent to Peshawur in order to enter into negotiations with the Ameer of Afghanistan; but it would be unusual, and certainly inconvenient, if I were to attempt to make any statement upon the subject whilst the negotiations are in progress.
