asked the Under Secretary of State for Foreign Affairs, If there is any truth in the statement of the "Daily Telegraph" and "Standard" of the 12th inst. that Prince Bismarck has called upon the French Government to discontinue the construction of their frontier line of defensive fortresses, and that in compliance with his demands they have been obliged to abandon all attempts at protecting their frontiers and give up their scheme for fortifying Paris?
