O'CLERYasked the Under Secretary of State for Foreign Affairs, If it is intended by Her Majesty's Ministers to urge upon the Czar the desirability of effecting such reforms and ameliorations in the Government of his Polish subjects, by the introduction of representative and constitutional institutions as may serve by way of precedent for the guidance of the Government of the Sultan in the work of regeneration in the Ottoman dominions, so earnestly desired by the Emperor of Russia in the cause of humanity and civilization?
§ MR. BOURKEIn reply to the hon. Member, I have to state that it is not the intention of Her Majesty's Government to make any such representations to the Emperor of Russia.
