§ THE CHANCELLOR OF THE EXCHEQUERThis is a Bill which touches such large interests, and raises such important questions that, although it had been carefully considered by the Government before it was introduced, we feel it will be only right before proceeding with it to give an opportunity of discussing it before a Select Committee. We have not been able to find a day for the second reading, and at this period of the Session it is almost impossible to get the Bill read a second time and carried through a Select Committee and the subsequent stages. Under those circumstances we propose to discharge the Order.
