asked the Secretary to the Admiralty, If the report of Admiral de Horsey and the papers respecting the action of Her Majesty's Ships "Shah" and "Amethyst," with the rebel Peruvian Ironclad "Huascar," will be laid upon the Table of the House during the present Session?

Sir, under ordinary circumstances I think it would be more convenient to the House that I should not lay these Papers upon the Table until I could also communicate to the House the decision of the Admiralty upon the proceedings of the officer in question; but under the circumstances, and as, owing to the unfortunate absence of my right hon. Friend the First Lord, it must be some time before the Admiralty can come to a final decision upon the proceedings that were taken, I have thought the best course to take for the convenience of the House would be to place the official despatches of Admiral De Horsey upon the Table, with certain Papers which he relies upon as justifying the course he took; and this I have done to-day.
