MR. WHALLEY

asked Mr. Chancellor of the Exchequer, with reference to the dispatch of troops to Malta, Whether in any contingency comtemplated by Her Majesty's Government action hostile to Russia will be adopted; and, if so, what is the contingency contemplated, and does any other European Power concur in such action or policy; and, whether the Government have not already received from Russia complaint of breach of neutrality; and, if so, will he lay upon the Table a Copy of such as may be in writing?

Her Majesty's Government have received no complaint from Russia of any breach of neutrality, either in writing or otherwise. I must decline to answer the other Questions.
