§ MR. J. LOWTHERMr. Rowsell's Report has only been recently received, and before any decision can be arrived at, it will be necessary that communications should be made with the Local Government as well as that the subject shall be very fully considered by Her Majesty's Government. Meanwhile it would be unadvisable to lay the Report upon the Table until the decision arrived at can be communicated to the House.
