MR. OWEN LEWISasked the Secretary of State for War, If it is the intention of Her Majesty's Government to carry into effect the recommendations of the Commission on Army Promotion and Retirement; and, if so, what steps they intend to take for the purpose, and when?
MR. GATHORNE HARDYSince the Commission has reported—and I am not surprised that they have taken a long time in coming to their Report—I have been carefully considering the whole question connected with promotion and retirement. Great progress has been made with a plan on the subject; but I have not yet been able to submit it to the Treasury or the Government. Without pledging myself to details, I may say that the plan will proceed generally on the lines recommended by the Commission.
MR. GATHORNE HARDYThat is exactly my difficulty. It will soon be in a shape to be put before the Treasury, but I cannot say how long it will remain there.
