asked Mr. Chancellor of the Exchequer, with reference to the telegraphic despatch of Lord A. Loftus to the Earl of Derby, dated Yalta, November 2nd 1876, containing the following words:—"He (the Emperor of Russia) hoped that the unjust suspicions entertained in England of his policy would be discarded. He pledged his honour that he had no views of conquest or of Constantinople, and repeated this declaration several times in the most solemn manner; "and to the reply of the Earl of Derby of November 3rd, that "Her Majesty's Government have received with the greatest satisfaction the assurance which the Emperor has given you," and "You will speak in this sense both to His Imperial Majesty and Prince Gortschakoff; and, whether the contents of those despatches had been communicated to the Prime Minister on or before the 9th of November?
