asked the Under Secretary of State for Foreign Affairs, If he is in a position to give the House any information as to the present state of the Sugar Bounty question; and, if he can hold out any prospect that the Convention on this subject is likely to be ratified?

Sir, the draft Convention was drawn up by the delegates representing the various Powers at Paris, and it is now under the consideration of those Powers. Until their Representatives have expressed their opinions upon that Convention, it is impossible for me to say whether it is likely to be ratified.
