MR. GATHORNE HARDY, in reply, said, that a Circular was about to be issued that would contain the terms on which Adjutants of Volunteers appointed prior to 1871 would be paid. With certain exceptions, all adjutants would be paid at the rate of captains in the Army; and these exceptions would be enumerated in the Circular.
