asked the Under Secretary of State for Foreign Affairs, in the event of war between Russia and Turkey, Whether any and what steps have been taken by the Powers signatories of the Treaty of Paris, to sustain the neutrality of Roumania?

Sir, in reply to my hon. Friend, I have to state that I am reminded that there is no guarantee of the neutrality of Roumania, either under the Treaty of Paris or any other Treaty; but Roumania, under the title—the official title—of the Principalities of Wallachia and Moldavia, is regarded in its political relations to foreign Powers as a portion of the Turkish Empire.
