That the words 'in the opinion of this House, no legislation for the compulsory registration of the proprietorship of newspapers can be considered satisfactory which does not provide for the repeal of the exceptional Law which renders newspaper proprietors criminally as well as civilly responsible for the acts of their employés,' be there added,
