§ Sir MICHAEL HICKS-BEACHI am not at present authorized to give any very definite reply to the hon. Member's Question, but I think it is clear from the very contradictory views expressed by several hon. Members in the debate which he raised on the subject that, in the present state of Public Business, any proposals for an alteration of the law could not be successfully made during the present Session. The question, however, may be dealt with in another way, to which I made some reference in the debate to which I have alluded, and that is still under the consideration of the Government.
