§ MR. J. LOWTHERSir, the Questions referred to by my hon. and gallant Friend are among those which are at present the subject of negotiations between the French and English Governments, and, as they are of a highly delicate character, my hon. and gallant Friend will, I have no doubt, be anxious to avoid any discussions which might tend to interpose difficulties in the way of a settlement of the points at issue, which I hope will not be much longer deferred.
