§ THE CHANCELLOR OF THE EXCHEQUERI wish to point out that the Maritime Contracts Bill has not yet come under discussion on the second reading; and, before considering any alteration or addition to it, I should be glad to have the advantage of a full discussion in this House, and I hope my right hon. Friend will not think me guilty of discourtesy if I defer my answer till the whole subject has been submitted to the attention of the House.
