Mr. ASSHETON CROSS, in reply, said, he could not undertake to bring in the Bill specified in the Question of the hon. Member, for the reason that it would hardly be possible to call atten- 619 tion that Session to the whole of the Report of the Factory and Workshops Commissioners, and if he dealt with only one part of it other parties interested might complain. Instead of dealing with the question piecemeal, it would be better to deal with the whole Report fully next Session.
