asked the First Lord of the Treasury, Whether the policy of changing the style and title of the Crown, in the manner recommended by Her Majesty's Government, has been submitted for consideration and advice to the Governor General of India in Council or to the Council of India, so far as such change may affect both the subjects within Her Majesty's territories in India, and also the rights, dignity, and honour of the Native Princes of India as guaranteed to them by the Proclamation of November 1st, 1858?

"So far as such change," as the hon. and learned Gentleman terms what we call an addition to the title of Her Majesty, "may affect both the subjects within Her Majesty's territories in India, and also the rights, dignity, and honour of the Native Princes of India as guaranteed to them by the Proclamation of November 1st, 1858," I have to state that it has not been found necessary to submit that question "for consideration and advice to the Governor General of India in Council or to the Council of India," because Her Majesty's Ministers are convinced that the addition to Her Majesty's title which the hon. and learned Gentleman calls "change" does not in the least affect "the subjects within Her Majesty' sterritories in India" nor "the rights, dignity, and honour of the Native Princes of India as guaranteed to them by the Proclamation of November 1st, 1858."

gave Notice that he would to-morrow move an Address to the Crown, praying that a list might be communicated to that House of the Native Princes of India with whom Her Majesty had Treaties now in force.
